Executive Director

Lori E. Rasmussen

     Lori E. Rasmussen is the Executive Director of the Red Tail Scholarship Foundation (RTSF). The RTSF provides scholarships, training and mentoring to qualified African American and/or economically disadvantaged youth to earn their FAA private pilot’s license and supports them for advanced pilot and mechanic certifications.


     She is responsible for strategic development and oversight of the program with a primary focus on overall fundraising efforts, general management of the flying operation at Moton Field in Tuskegee, AL and planning and executing outreach events with students and civic leaders to increase awareness and support for the RTSF.


     Lori is a retired Air Force Colonel with a diverse background leading Airmen throughout her distinguished 25-year Air Force career. She has had three military assignments serving in the River Region in positions ranging from an Air Command and Staff College student, Commander of an Officer Training School squadron, and finally as the Air National Guard Advisor to the Commander and President, Air University, Maxwell Air Force Base, AL.


     A distinguished pilot, Lori flew a variety of Air Force aircraft including the KC-135 tanker, the RC-135 surveillance aircraft, and also taught Air Force pilots in the T-37 trainer aircraft as an instructor pilot at Undergraduate Pilot Training in Columbus, MS. While flying the RC-135 she deployed multiple times and flew missions throughout the Middle East, Europe and Asia.


     Lori also served as the Chief of the Air National Guard’s Force Development and Formal Training Division at Andrews AFB, MD. She led a 35-person team with an over $380M operating budget and was responsible for ensuring that all 105,000 members of the Air National Guard were trained and ready to execute their wartime taskings. She provided critical input to senior leaders across the Air Force and the National Guard to increase force readiness, decrease training time and reduce costs. With her sought-after training background, Lori provided critical policy guidance on Air National Guard matters and served as the direct liaison for Total Force issues between field commanders, higher headquarters staffs, and senior Air Force leaders.


     Lori is a graduate of the U.S. Air Force Academy and has a Bachelor of Science degree in Business Management. She earned a Masters degree in Operational Art & Science and was a Distinguished Graduate from Air University, Maxwell AFB, AL.
